U.S. Federal Government Selection Boards choose the proposal they want based on emotions and justify their selections based on facts offered.

They can only use the words you provide in your proposal... You must provide the BEST words possible!

Your Proposal + the Solicitation = your contract. Both must work together!



Here are a few reasons why your proposal is one of the 80% that don't get reviewed.....
1. past performance and/or key personnel experience does not meet minimum requirements. The logic is that if you've never done this type of work before means your price is not reliable and that the chances for successfully completing the project.
2. Your proposal is not organized so the review board can find information. They don't have time to hunt for information.
3. You have not proved that your company is financially ready to be awarded a contract. They won’t finance your contract.
4. Safety Record is not good enough. Not interested in the possibility of bad press of someone getting hurt on US Government property.
5. Technical proposal does not address the US Government concerns.
6. References don’t check out. Reference never heard of you or they did not have good to say.
 
WHY IS THIS SO?
THE GOVERNMENT HAS THE DUTY TO ONLY ENTER INTO CONTRACTS THAT ARE FAIR AND REASONABLE TO THE GOVERNMENT AS WELL AS THE OFFEROR.  IF OFFEROR CAN'T MEET THE MINIMUM SOLICITATION REQUIREMENTS THEN THE GOVERNMENT CAN'T TRUST YOUR PRICE IS FAIR AND REASONABLE THE OFFEROR. HENCE CAN'T ENTER INTO A CONTRACT.
